When the writer burns the CD, it means the CD doesn't have any problem.
If writer detects a defective CD, it ejects the CD and asks for a new medium.

Normal behavior also says you will not exchange a defective item 1-year after you have bought it especially because CD-R are consumables not appliances.
There are a lot of importers of blank CD-R's in the Philippines today. Most of them don't have retail shops and people tend to bring CD's bought from other shops and exchange them in our shops. (BECAUSE CD's ARE CONSUMABLES, THEY DON'T EXCHANGE ALSO)
